Moved ALR experiment settings to new experiments folder. This replaces most of the existing dependencies on the application limited region(ALR) detector. This is to achieve a greater separation of concerns and will make further refactoring regarding the ALR Detector less invasive on other parts of the code base. Including libyuv headers using fully qualified paths. Using fully qualified paths to include libyuv headers allows WebRTC to avoid to rely on the //third_party/libyuv:libyuv_config target to set the -I compiler flag. Today some WebRTC targets depend on //third_party/libyuv only to include //third_party/libyuv:libyuv_config but with fully qualified paths this should not be needed anymore. A follow-up CL will remove //third_party/libyuv from some targets that don't need it because they are not including libyuv headers. Add support for creating HW codecs in the VideoProcessor tests. This CL adds the ability to _create_ HW codecs (Android and iOS) in the VideoProcessor integration tests. Since the VideoProcessor class is not thread safe yet, this CL does not add the ability to _use_ HW codecs in the tests. A follow-up CL is planned that will add this ability. This CL further adds a separate build target which is used to separate the "plot" versions of the integration tests from the "correctness" versions. The former will be run manually on devices, whereas the latter are used on the trybots/buildbots to find regressions in the SW codecs. The underlying test is the same, however. ObjC: Implement HW codecs in ObjC instead of C++ The current ObjC HW encoder is implemented as a C++ webrtc::VideoEncoder. We then wrap it two times in the following way: webrtc::VideoEncoder -> RTCVideoEncoder -> webrtc::VideoEncoder. This was originally done to minimize the code diff when landing the injectable encoder. This CL removes the first wrapping and implements the ObjC HW encoder as a RTCVideoEncoder directly.
