I looked around and couldn't find any use of these dependencies.
NOTRY=true
(setting NOTRY since merge_libs.gyp isn't actually referenced by any gyp file, it's only used downstream)

Now that DeviceManager and DeviceInfo are gone, this code is unused.

This is based on webrtc/build/merge_libs.gyp, with a dependency on
voice_engine.gyp instead and suitable name changes.
Executing:
$ rm -rf out/
$ ./webrtc/build/gyp_webrtc -Denable_video=0 -Denable_protobuf=0
-Drelease_optimize=s webrtc/build/merge_libs_voice.gyp
$ ninja -C out/Release merged_lib_voice
results in a minimially sized voice engine lib at:
out/Release/librtc_voice_merged.a
Linux: 6.4 MB
Mac: 3.7 MB

The name "libwebrtc.a" was conflicting with the newish webrtc target,
resulting in this error:
$ ./webrtc/build/gyp_webrtc merged_lib.gyp
$ ninja -C out/Debug
ninja: warning: multiple rules generate libwebrtc.a. builds involving
this target will not be correct; continuing anyway
ninja: error: dependency cycle: no_op -> libwebrtc.a -> no_op
