in api/ is to function as lego bricks so that building stuff like our
builtin audio codec factories will be easy.
(This has landed once before, but got reverted because of Chromium test
failures---apparently, someone isn't ignoring the case of the codec names
like they're supposed to. The quick fix was to preserve the same case
used by the old implementation.)

This was previously reverted, because external projects were using the
internal webrtc::AudioEncoderOpus class and broke when it was renamed.
This re-land avoids renaming it immediately, to give those projects
time to adapt. It also has to revert some of the changes I had made to the
Config struct, since that was also used by the same external projects.

In this CL, the neteq_unittest_tools target is split in two separate
targets. One still called neteq_tools which does not set
testonly=true and that includes code related to audio input,
replacement audio and fake decoding. The other target called
neteq_test_tools contains the remaining files, and is
still under testonly=true.
Other renames:
neteq_test_tools -> neteq_test_tools_deprecated
neteq_test_minimal -> neteq_tools_minimal

Make all rtc_source_test target that contains tests that
are included in a test executable only be visible to the
rtc_test target. Doing this exposed a couple of errors and
dependency problems that were resolved. Having this could

In short, what I did was to
* Remove acm_common_defs.h (the stuff in it was used only by
acm_codec_database.cc).
* Move audio_coding_module_typedefs.h to a new build target.
* Move the NetEqDecoder enum (and the associated
NetEqDecoderToSdpAudioFormat function) to a new file in a new
build target.
