sakal 844d2b9670 Reconfigure capture session in a single transaction. 
If we don't reconfigure capture session in a single transaction,
RTCCameraPreviewView goes transparent when switching cameras. This is
undesired behavior.

Allow passing network config constraint as base64 encoded string to preserve values of serialized protos. The values are a serialized byte stream packed into a std::string.
