Byoungchan Lee 80d2159ff4 Use Android Q API to test if MediaCodecInfo is HW Accelerated
Also, add the prefix of SW Codecs in Codec2.0.

WebRTC is a free, open software project that provides browsers and mobile applications with Real-Time Communications (RTC) capabilities via simple APIs. The WebRTC components have been optimized to best serve this purpose.
