Reason for revert:
Seems like this CL cause
DtlsTransportChannelTest.TestReceiveClientHelloBeforeRemoteFingerprint
DtlsTransportChannelTest.TestReceiveClientHelloBeforeWritable
to consistently fail on Win DrMemory Full and for
DtlsTransportChannelTest.TestReceiveClientHelloBeforeRemoteFingerprint
DtlsTransportChannelTest.TestReceiveClientHelloBeforeWritable
to consistently fail on Linux Memcheck

Original issue's description:
